The Study, presented virtually yesterday, analyses the design and implementation of climate plans and policies to respond to the mandate of Article 12 of the Paris Agreement, in eight countries of the region.
Madrid, April 16.- The cooperation programme EUROCLIMA+ presented its Thematic Study 14: Action for Climate Empowerment and its transformative potential in Latin America, prepared by the International and Ibero-American Foundation for Administration and Public Policies, with the participation of Gloria Arredondo and Yayo Herrero -authors of the paper-.
This new study analyses the state of the art in the design and implementation of climate plans and policies aimed at complying with Article 12 of the Paris Agreement in eight Latin American and Caribbean countries: Chile, Uruguay, Ecuador, Peru, Costa Rica, Cuba and the Dominican Republic. It also gathers experiences developed by different international organisations in these countries, in order to advance the agenda of incorporating ACE in response to the challenge of Climate Change in the region.
The content of this work will also enhance the revision of the Doha Work Programme on the progress of the ACE agenda which includes the United Nations Framework Convention on Climate Change (UNFCCC).
Action for Climate Empowerment -ACE- is the agreed name for Article 6 of the United Nations Framework Convention on Climate Change, reflected in Article 12 of the Paris Agreement, and which includes six interdependent and interrelated dimensions: education, training, public awareness, public participation, public access to information and international cooperation. It forms part of the countries' coordinated response insofar as it is considered that educational, learning and awareness-raising institutions can help strengthen the social response to climate change.
ACE is a key cross-cutting instrument that involves all levels of governance and all actors in society in climate action and in support of all mitigation and adaptation policies. It has the potential to provide the social and political will for action, in addition to the scientific and technological knowledge required. ACE commitments, such as non-GHG targets, can help accelerate the achievement of GHG targets and should therefore be included in NDC target setting in a concrete and measurable way.
Adriana Valenzuela (UNFCCC), Gloria Arredondo, Yayo Herrero (authors of the study), Johanna Arriagada (Chilean Ministry of Environment), Cecilia Castillo (FIIAPP) and Beatriz García-Pozuelo (FIIAPP) participated in the presentation. It was followed on two virtual platforms by more than 100 people, mostly from Latin America and Europe, whose participation allowed for a constructive debate with a view toward the integration of ACE into national NDCs and climate policy instruments.
