Disaster risk reduction and management: droughts and flooding

The objective of the “Disaster risk management and reduction: droughts and floods”
component is the adoption of disaster risk management and reduction plans by national governments of Latin America to promote the integrated management of flood and drought risks in the context of climate change.


The projects of this component will contribute to preventing new disaster risks and reducing existing ones (specifically droughts and floods), taking as reference the Sendai Framework for Disaster Risk Reduction 2015-2030. They will mainly address the strengthening of disaster risk governance and investment in resilience to disasters.

  • Strengthening institutional, legal and regulatory frameworks for the promotion and dissemination of energy efficiency and/or renewable energy.
  • Identification, implementation and evaluation of different instruments, mechanisms, methodologies and tools for the promotion of renewable energy and energy efficiency.
  • Strengthening of capacities in human resources, laboratories and outreach programmes, which enable an adequate implementation of programmes for energy efficiency and promotion of renewable energy under a regional vision.

The “Disaster risk management and reduction: droughts and floods” component has a budget allotment of 10 million euros.

Expected results
  • National and subnational governments of Latin America have adopted measures to analyse and mitigate disaster risk in their development plans/strategies.
  • National and subnational governments have adopted instruments to improve the development, use and dissemination of hydro-meteorological data.
  • National and subnational governments of Latin America have exchanged lessons learned and experiences on disaster risk management and reduction (DRMR) within the framework of a regional platform or dialogue forums.
  • Institutional capacities and governance in the sector have been strengthened to achieve sustainability of the actions.
