EUROCLIMA+
A flagship programme of the European Union in Latin America

EUROCLIMA+ is the EU flagship cooperation programme on environmental sustainability and climate change with the Latin American region. Its objective is to reduce the impact of climate change and its effects in Latin America by fostering climate mitigation, adaptation, resilience and investment.
EUROCLIMA+ carries out actions that are considered of strategic importance for the implementation of the countries’ Nationally Determined Contributions (NDCs). The Programme:
- Corresponds to expressed needs of one or several countries.
- Carries out actions where European cooperation can add particular value.
- Supports intra-regional dialogue and cooperation on climate issues within Latin America.
- Supports bi-regional dialogue and cooperation between Latin America and the EU in international climate fora around shared strategic interests, guided by the Paris
- Agreement and the Sustainable Development Goals.
- Is implemented by agencies of EU Member States (AECID, AFD, Expertise France, FIIAPP, GIZ) and the UN (ECLAC and UN Environment).

EUROCLIMA+ is the EU flagship cooperation programme on environmental sustainability and climate change with the Latin American region. Its objective is to reduce the impact of climate change and its effects in Latin America by fostering climate mitigation, adaptation, resilience and investment.

In current programming (2020-2022), EUROCLIMA+ supports national level actions based on country dialogues. The Programme also supports regional and multi-country actions, based on a common approach.
The Programme can finance a broad range of activities:
- Technical assistance
- Capacity building, exchange of best practices
- Studies
- Events
- Seminars, workshops
- Peer to peer exchanges
- Pilots projects
This includes upscaling of ongoing actions and projects.
Between 2017 and 2019, 60 projects were selected in the 18 partner countries, through calls made for the following six priority sectors:

- Plans and policies
Strengthening of institutions, plans and policies linked to the development and advancement of national climate change targets. - Climate Financing
Strengthening of enabling frameworks, institutional capacities and instruments for financing and investment for the achievement of national climate targets. - Transparency
Improved transparency and accountability for climate policy and NDC implementation. Partnering for the development of information systems and generation of climate scenarios. - Intersectoral, multi-level and multiple stakeholders coordination
Improvement in coordination among sectors, different levels of government and multiple actors. - Action for climate empowerment
Strengthening climate change education, participation and awareness - Gender and vulnerable groups
Strengthening the integration of the gender perspective and participation of vulnerable groups, indigenous peoples and local communities in policies, action plans and other measures related to NDCs.

The European Commission: strategic policy and contracting authority
- Directorate-General for International Cooperation and Development (DEVCO) (Brussels): Management, vision and overall coherence of the Programme
- European Union Delegations in partner countries: Supporting and facilitating the implementation of the Programme in their country. Country vision and coherence of the Programme in the country.
Partner countries: representatives of the ministries of environment (focal points) who ensure consistency with the country's public policies.
Implementing Agencies: implementation of the actions and support to the dialogues
- Member State Agencies (MSAs): Coordination, planning and implementation of actions at the country level, mainly by the Spanish Agency for International Development Cooperation (AECID), the French Development Agency (AFD) / Expertise France, the International and Ibero-American Foundation for Administration and Public Policy (FIIAPP), and the German Society for International Cooperation (GIZ)
- UN Agencies (UNAs): Coordination, planning and implementation of regional or multi-country actions mainly by the Economic Commission for Latin America and the Caribbean (ECLAC) and UN Environment.
Secretariat: Supports coordination and contributes to the coherence and visibility of EUROCLIMA+, serving as an interface between Latin American actors and the Programme.
