Ibama Project, in partnership with Expertise France, offers course on Sustainable Forest Management to environmental agencies

The courses will be held throughout 2023 in Santarém and Flona do Tapajós, in the state of Pará.

Brasilia 04-13-2023 - In the framework of the EUROCLIMA Program, Expertise France supports along with the Brazilian Institute of Environment and Natural Resources - IBAMA, the implementation of a project to strengthen capacities in Sustainable Forest Management (SFM) for employees of 11 environmental agencies in the Amazon during 2023. Five face to face training modules will be held by the Institute of Biodiversity and Forests (IBEF) of the Federal University of Western Pará (UFOPA), which since 2009 has carried out various forest management teaching, research, and training activities in the area of the Tapajós National Forest Park (Flona).

The project, entitled "Strengthening the governance of Amazonian environmental agencies in Sustainable Forest Management", has a management committee involving the nine state environmental agencies of the Amazon, in addition to the Chico Mendes Institute for Biodiversity Conservation (ICMBio), to discuss guidelines and promote the participation of all agencies in the design of its stages.

The theoretical classes will take place in Santarém (PA), and the field activities will be developed in the Tapajós Forest, in areas subject to Sustainable Forest Management (SFM). The following topics will be addressed:

  1. Dendrology (identification of trees in the field by morpho-botanical and ethnobotanical characteristics);
  2. Analysis of the Forest Inventory (document containing the survey of all the trees in the area submitted to the SFM);
  3. Forestry Operations (operations carried out in the field to minimize the environmental impact of tree extraction);
  4. Anatomical Timber Identification (identification of timber by macroscopic characteristics); and
  5. Remote Sensing applied to SFM (techniques and tools for monitoring areas subject to SFM).

The objective of the project is to provide comprehensive training to the technical staff of the environmental agencies for a careful analysis of management plans and monitoring of the areas, to ensure that forest management techniques are properly applied to minimize impacts to the forest. Another purpose is the standardization of knowledge among environmental agencies that have authorization competence, so that there are no divergences in the regulation of SFM in the different units of the country. The project developed a first virtual course on SFM and Climate Change during 2022, reinforcing the role of the activity as an important tool in public policies to mitigate climate change.

The SFM activity in Brazil is considered one of the main alternatives for the conservation of the Amazon Rainforest. The ability to generate income combined with the sustainable use of natural resources makes it possible to generate social benefits by keeping the forest standing," explains Gustavo Bediaga, IBAMA environmental analyst who is coordinating the project.

To carry out Sustainable Forest Management in the Amazon, authorization from the competent authorities is required. The type of company and the location define which of the 11 environmental agencies that have this authority must be consulted to issue the authorization (nine state agencies, ICMBio and IBAMA).

Sustainable Forest Management is a complex activity that requires knowledge of different areas of forest sciences, such as species identification, forest statistics, silvicultural practices, dendrometry, road engineering, and forest ecology, among others. For this reason, a comprehensive course was designed, with 6 modules (the first one virtual) covering these different topics. Thus, the first on-site course is scheduled to start in June 2023 at the UFOPA University facilities.
