Action for Empowerment to strengthen Uruguay's National Plan for Environmental Education

A meeting in Montevideo to formalise the strategic recommendations from the perspective of ACE, which will allow promoting progress and new lines of work in the Environmental Education Plan of Uruguay.

Montevideo, 22 June 2022.- Last Tuesday, 21 June, a workshop was held to socialise the recommendations on the incorporation of the Action for Climate Empowerment perspective into Uruguay’s National Environmental Education Plan (PLANEA).

The activity was organised by the National Climate Change Response System (SNRCC) of the Uruguayan Ministry of Environment, the Uruguayan Agency for International Cooperation (AUCI) and the National Environmental Education Network (RENEA), and was supported by the EUROCLIMA+ programme, through the International and Ibero-America Foundation for Administration and Public Policy (FIIAPP). The workshop took place at the Spanish Cooperation Training Centre (AECID), with the participation of more than 50 people.

Environmental Education pursues the training of the citizenry in the values, knowledge, skills and attitudes necessary for a harmonious coexistence between human beings, their culture and their environment.

Uruguay has a strong background in Environmental Education and is working on the development of a public policy that allows for progress in the articulation of different government agencies, with a view toward promoting environmental sustainability with all citizens in Uruguay. Therefore, EE plays a relevant role in the transformation towards sustainability and aims to generate educational policies at the national level that have an impact on all areas of formal and non-formal education. In this context, the National Environmental Education Network (RENEA) is a key actor in charge of leading the implementation of PLANEA.

FIIAPP, as the implementing agency of the Euroclima + programme,  supports a line of work based on education, training and awareness-raising on Climate Change in Uruguay, within the framework of the National Policy on Climate Change in Uruguay. In this regard, it is conducting a diagnostic study on the potential of the Action for Climate Empowerment for the promotion and advancement of PLANEA actions in order to develop new lines of work. This study is being carried out in collaboration with FIIAPP's expert consultants in ACE, Yayo Herrero and Pamela Poo.

The socialisation workshop aimed to share the results of the Climate Empowerment Action Recommendations Report for the Environmental Education and Sustainable Human Development Plan of Uruguay, and to gather inputs to prepare a framework document to support PLANEA's roadmap in the coming years.

The meeting also allowed for dialogue and reflection on possible new processes and lines of work for PLANEA, as well as making visible the progress and achievements made in the framework of Uruguay's environmental education policy. Likewise, a space for networking and cooperation in the field of environmental education was promoted.

The workshop was attended by teams from the Ministry of Environment, the Uruguayan Agency for International Cooperation and ReNEA member organisations. During the workday we had the opportunity to learn how ACE is structured with its 6 elements and how to articulate the key components of PLANEA with the perspective of ACE, through group work and framework presentations by Pamela with "Synergies and Complementarities of ACE and PLANEA" and Yayo's presentation "PLANEA and the human rights and gender approach. Inspiring lines for debate". 

The group work and dialogue spaces achieved a greater understanding of the progress and challenges of PLANEA, in the framework of the new scenarios of sustainable human development in terms of climate change; and of the environmental education policy in Uruguay.

Among its conclusions, it noted the importance of ACE as a driver of new work approaches for PLANEA, as well as the identification of necessary tools and resources for teachers to facilitate the implementation of PLANEA.
