EUROCLIMA+ participates in the Action for Climate Empowerment Focal National Points Academy

The programme presents its experiences in accompanying the design of National Action Strategies for Climate Empowerment in 6 countries of the region.

Madrid, 21 October 2022 - On 18, 19 and 20 October, the first meeting of the UNFCCC, Action for Climate Empowerment Focal Points Academy, took place, organised by the Action for Climate Empowerment Hub (ACE Hub), a coordinated initiative between the Ministry of Economy, Industry, Climate Action and Energy of the State of North Rhine-Westphalia (NRW) and UN Climate Change. These meetings are aimed at enhancing the implementation of Article 12 of the Paris Agreement, and boosting cooperation between national governments, stakeholders and organisations, experts and businesses to tackle climate change.

The ACE Hub organises a series of activities that also support the implementation of the Glasgow ACE work programme. This includes providing training, tools and knowledge to governments and other stakeholders around the world, including ACE national focal points, to enable them to better engage citizens, including young people, in the climate action so necessary to meet the challenge of climate change.

The general objective of the ACE Focal Point (NFP) Academy is to strengthen the network of national ACE Focal Points at international and regional levels, including by facilitating regular exchanges of views, best practices and lessons learned to build and strengthen capacity and skills, and by facilitating peer-to-peer support for ACE implementation.

The meeting was structured in three sessions: a session dedicated to strengthening the knowledge and skills of National ACE Focal Points, a second session to address National ACE strategies, and a final session on youth participation in climate action.

Fátima Andrade and Elena Oliveros, of FIIAPP are responsible for the monitoring of the ACE actions that the EUROCLIMA+ programme is accompanying in the Region, they participated in the session dedicated to the National ACE Strategies (ENACE), presenting on the one hand the methodology and systematisation of the accompaniment work that the programme is carrying out  in the ENACES - Uruguay, Argentina, Costa Rica, Panama, Chile and Colombia - and, on the other, the support for the development of a theoretical-practical conceptual framework on ACE in the Region to support this work.

For the inputs from the National Strategies, Johanna Arriagada (Ministry of Environment of Chile) and Débora Guerra (Ministry of Environment and Sustainable Development of Argentina) presented their respective processes of design and preparation of the ENACE.

Some of the reflections highlighted by the ACE NFPs were the need to advance in the generation of monitoring and evaluation indicators in the short, medium and long term - not just quantitative but also impact indicators - and the importance of raising visibility among the citizenry of the actions under the Action for Climate Empowerment, in order to enhance their impact on climate goals.


EUROCLIMA+ is a programme funded by the European Union and co-financed by the German federal government through the Federal Ministry for Economic Cooperation and Development (BMZ), as well as by the governments of France and Spain through the Ministry of Foreign Affairs, European Union and Cooperation. 

The Programme's mission is to reduce the impact of climate change and its effects in 18 countries in Latin America and the Caribbean, promoting mitigation, adaptation, resilience and climate investment. It is implemented according to the "Spirit of Team Europe" under the synergistic work of seven agencies: the Spanish Agency for International Development Cooperation (AECID), the AFD Group: the French Development Agency (AFD)/ Expertise France (EF), the Economic Commission for Latin America and the Caribbean (ECLAC), the International and Ibero-America Foundation for Administration and Public Policy (FIIAPP), the German Society for International Cooperation (GIZ) GmbH, and the UN Environment Programme (UNEP).
