The Euroclima+ Programme, through the binational project "Risk Management without Borders", arranged a binational conversation between the authorities and technicians of the Loja District 11D01 Directorate of the Ministry of Agriculture and Livestock and the Regional Directorate of Agriculture –DRAP of Piura.

August 6, 2020, Loja – Piura (Ecuador and Peru). The Euroclima+ Programme, through the binational project "Risk Management without Borders", arranged a binational meeting between the authorities and technicians of Loja District 11D01 of the Ministry of Agriculture and Livestock and the Regional Directorate of Agriculture –DRAP of Piura, in order to promote institutional strengthening actions and experience exchanges that contribute to family agriculture to improve food security in the border communities of Ecuador and Peru.

The bi-national conversation took place this morning, with the presence of the bi-national director of the project "Risk Management without Borders", Engineer Fredy Feijó Uday; the technical coordinator of Peru, Engineer Jaime Saavedra Diez; the District Director of Loja of the Ministry of Agriculture and Livestock, Engineer Vladimir Placencia; officials of the Regional Directorate of Agriculture of Piura; Eduardo Ganoza; José Contreras, Marco Bravo and project technicians at the level of Peru and Ecuador.

The dialogue began with the institutional greeting and the scope of the project, which aims to reduce the vulnerability of the Ecuador--Peru border area, by strengthening institutions for governance in risk management, preparation of the border civilian population, and improved access to information for the prevention of threats with an emphasis on droughts and floods.

The participants expressed their interest and shared their experiences and territorial realities, as well as their willingness to articulate binational efforts in favour of vulnerable communities, preparing them for risk reduction in the face of natural events such as droughts and floods, which put at risk the means of production, the population and therefore food security and sovereignty.

Among the agreements, they agreed to develop a bi-national roadmap that would lead to the signing of a specific bi-national inter-institutional agreement in order to join efforts for the implementation of mitigation and adaptation measures, with the aim of contributing to the promotion of rural family farming, food sovereignty and security, as well as reducing vulnerability to the negative impacts of climate change.

The topics to be considered are: the construction of a map of actors, production in small-scale agriculture, food security and sovereignty, agricultural research, capacity building, institutional strengthening, among others, focused on the development of small-scale family agriculture, and risk management and gender approaches. This process would be done under the framework of the bi-national platform and the plan for the organisation, management, and development of the Catamayo – Chira transboundary basin.

Finally, it was agreed a technical meeting would be held on 11 and 12 August, in Peru and Ecuador and bi-nationally, in order to comply with the commitments.
