Progress in Peru under the framework of the project "Strengthening national and regional systems for monitoring and managing drought and flood risks in the context of climate change in the Andean countries".

January 29, 2020.- In the city of Lima, a meeting was held with representatives of Peruvian institutions related to drought and flood management in order to carry out a national level participatory analysis under the framework of the National Disaster Risk Management System (SINAGRED).

The meeting was attended by officials from the Ministry of Housing, Construction and Sanitation, several specialists from the Functional Unit for Territorial Planning and Disaster Risk Management of the Presidency of the Council of Ministers, the Drought Observatory of the National Water Authority, the Policy and Planning Department of the National Centre for Disaster Risk Estimation, Prevention and Reduction, Ministry of Agriculture, National Institute of Civil Defence, National Superintendence of Sanitation Services, Natural Resources Management, the Office of Planning, Budget and Territorial Planning, the Regional Office of National Defence and Civil Defence of GORE in Arequipa, the Sectoral Natural Resources Programme, the Regional Management of Territorial Planning and the Office of Security, National and Civil Defence of GORE in Tacna, as well as the EUROCLIMA+ project team.

SENAMHI's director of meteorology, Dr. Gabriela Rosas, during the opening of the workshop said that "SENAMHI is committed as co-executor of the EUROCLIMA+ project because it is aligned with national policy for disaster risk reduction".

During the meeting, the methodological approach for the estimation of vulnerability to drought and floods in the regions of Tacna and Arequipa was also discussed. This workshop provided an opportunity to present a series of environmental, social and physical indicators in order to reach a national consensus on which ones are most representative in both regions.

This event was of vital importance since it was the first meeting with local actors in the areas of intervention which would lay the groundwork for building a network of institutions at the local level to manage the monitoring and reduction of impacts of droughts as well as floods in the areas of intervention in Peru.

The project Droughts and Floods-Andes is implemented by the International Centre for Research on the El Niño Phenomenon, funded by the European Union under the framework of the Euroclima+ Programme’s risk management component implemented by the Spanish Agency for International Development Cooperation (AECID) and the French Development Agency (AFD).
