Training of public officials in the cantons of Sozoranga and Espíndola, Ecuador

October 18, 2019. Ecuador Through the European Union’s EUROCLIMA+ Programme and under the framework of the Risk Management component implemented by the Spanish Agency for International Development Cooperation (AECID) and the French Development Agency (AFD) the "Binational Project for the Reduction of the Vulnerability of the Population and its Livelihoods, against the threats of drought and flooding in the border territories of Ecuador and Peru" or "Risk Management without Borders", which is being implemented in the countries of Peru and Ecuador, has been developing training activities for officials in the cantons of Espíndola and Sozoranga in Ecuador.

The workshop "Local Governance and Public Policy for Risk Management" was held in Espíndola canton on September 24, with the objective of strengthening the capacities of local authorities in the use of participatory diagnostic tools and identifying important aspects of public policy for Risk Management.

In the canton of Sozoranga, a workshop was held on October 3 to strengthen knowledge and skills in disaster risk management and effective response to climate change, with the participation of 19 authorities and officials. These officials are part of the Emergency Operations Committee and they work on risk prevention and citizen protection.

Enrique Alejandro Ponce Chiriboga, technician of the binational project "Risk Management without Borders", emphasised the importance of preparing State officials to apply norms, protocols and strategies in confronting disasters.

"We must work on prevention and mitigation works in vulnerable areas, identifying the most affected (vulnerable) areas and their locations. We must raise awareness in the population about protection measures and implement early warning systems, among other actions contemplated in the risk reduction plan," he said.

Both workshops were carried out under the implementation framework of the binational project "Risk management without borders", financed by the European Union through the Euroclima+ programme and implemented through the Risk Management component by the Spanish Agency for International Development Cooperation (AECID) and the French Development Agency (AFD).

The project "Risk management without borders" is co-executed by the Piura Regional Government - Peru, the Provincial Government of Loja – Ecuador, and the National Risk and Emergency Management Service, Zonal Coordination 7 of Ecuador.
