In northern Peru, in the Piura region, the project completed the virtual course: "Planning and investment instruments for disaster risk management", with the participation of 45 authorities, officials,

professionals and technicians from 17 local governments in the Piura region; it is in the process of formulating the Disaster Risk Prevention and Reduction Plans against drought and flood threats in the districts of Paimas, Suyo, Lagunas, Pacaipampa, Montero, Sapillica, Amotape, Salitral, Tamarindo and Querectotillo. Also, with a Mayor's Resolution, the December the mayors of the municipalities of Jililí and Miguel Checa approved plans for the Prevention and Reduction of Disaster Risk against the threats of droughts and floods.

Piura –Loja. December 29, 2020. The project Risk Management without Borders, which aims to reduce the vulnerability of the border area of Ecuador and Peru, funded by the European Union through the EUROCLIMA+ programme, continues to promote actions to strengthen public institutionality for governance in matters of risk management, preparation of the civil population at the border, and improving access to information for threat prevention with an emphasis on droughts, floods, and forest fires.

In southern Ecuador, Loja province has 7 cantons and 3 parishes, for which strategic alliances have been established with various projects of the United Nations Food and Agriculture Organisation (FAO), such as the Climate-Smart Livestock Project (PGCI), in order to improve livestock productivity, improve adaptive capacity, and reduce greenhouse gas emissions; the Sustainable Land Management Project (PMST), which aims to integrate a landscape management perspective that will link MST actions to reduce or stop local degradation processes, the Umbrella Project, which aims to join efforts to contribute to neutral land degradation, and the Amazon Without Fire Programme, which aims to promote capacities in environmental education and awareness-raising, early heat wave alerts and comprehensive fire management.

With State institutions, actions are articulated with the Ministry of Environment and Water of Ecuador "MAAE", the Ministry of Agriculture and Livestock (MAG), the Regional Water Fund (FORAGUA), the Technical Secretariat of Planning (STPE), and the National Risk and Emergency Management Service (SNGRE); in 2020 achieving various joint agreements and commitments focused on capacity building around risk reduction, adaptation to and mitigation of climate change in the province of Loja.

The Prevention Plan in the district of Jililí, identified 23 critical points in danger of droughts and mass movements in the populated centres of Jilili, Bellavista Alta, Lihuasnio, Guayabo, Hualambi, Arada alta, capilla, Arada baja, Carpintería, Carretera Cuyas, Anchalay, Cucuyas Alto, Los Paltos, Mallancoca, Carpinteria, and others. And in the district of Miguel Checa a total of 23 critical points in danger of flooding and mass movements, risk scenarios and elements exposed due to droughts (socioeconomic and agricultural), proposing the construction of riverbanks, channel maintenance, drains and structures.

The project "Risk Management Without Borders" is funded by the European Union through the Euroclima+ programme and implemented by the Spanish Agency for International Cooperation for Development (AECID) and the French Development Agency (AFD) and co executed by the Regional Government Piura - Peru, through the Regional Management of Natural Resources and Environmental Management; the Provincial Government of Loja and the National Risk and Emergency Management Service - Zone 7 of Ecuador, in partnership with the department Meurthe et Moselle of France, L'observatoire des changements in Amérique Latine (Local), Departement L'Aude France and the Province of Viterbo.
