Brussels (Belgium) 14, 15 and 18 October 2013. The event served to continue the process of reflection initiated during the Second Seminar on the strengths of the first phase and their relevance for the next phase. 

It took place in Brussels (Belgium) on 14, 15 and 18 October 2013. The event served to continue the process of reflection initiated during the Second Seminar on the strengths of the first phase and their relevance for the next phase. 

On the occasion of the Third Regional Seminar, the EUROCLIMA programme organised on 18 October an optional field visit to the city of Liège to learn about its energy and climate change strategy and actions in the framework of the European initiative "Covenant of Mayors". The programme started with a meeting with Mr. Pedro Ballesteros, International Relations Officer of the Directorate General Energy of the European Commission who explained the European movement "Covenant of Mayors" (www.pactodelosalcaldes.eu) to which Liège is a signatory. 

Mr. Marc Schlitz, environmental expert and responsible for the Climate Change and Energy Strategy of the city, presented in detail the strategy which is implemented through three main axes: Emission Balance, Sector Action Plan and Ownership by civil society and citizens. The latter is achieved through the implementation in Liège of the European communication campaign on climate action ENGAGE

During the afternoon, the participants visited four of the projects of this strategy: 

  • Urban Regeneration - Sainte-Marguerite Quarter: Federal Plan for Large Cities 
  • City of Liège Tramway Project 
  • Social Renewal of the city - Social Housing of Liège - Angleur 
  • Biomass Cogeneration of the University of Liège 

Participants of the EUROCLIMA delegation agreed that leaving the meeting rooms to see first-hand the climate change strategy of a European city helped them to exchange experiences with their European and Latin American peers, to compare the strategy with their own realities and to contribute ideas to their countries' climate change strategies.
