The importance of public policies for managing risk among smallholders

This document analyses Brazil’s main risk management instruments: the Agricultural Activity Guarantee Programme (Proagro) and the Rural Insurance Premium Subsidy Programme (PSR). The objective of analysis is to demonstrate the structure of the two programmes and describe main differences, strengths, and weaknesses. The study is based on interviews with specialists from the market, financial institutions, government, and rural producer representatives. Secondary data on the programmes are also used. The results are expressed in four complementary pillars, with proposed measures for their implementation.

The participation of indigenous peoples in climate action is widely recognised as a crucial element in formulating inclusive and effective policies. This is not only because indigenous peoples receive relatively greater impacts resulting from the effects of climate change and biodiversity loss, but also because they possess traditional knowledge, technologies and practices for climate change mitigation and adaptation.

El estudio “Saberes ancestrales en la Crianza de Cañihua y Tarwi” se desarrolló en el marco del proyecto “Promoviendo la Herencia de nuestros ancestros: Producción resiliente, comercialización y consumo de Cañahua y Tarwi”, del programa EUROCLIMA+ en el sector “Producción Resiliente de Alimentos” (PRA), financiado por la Unión Europea y cofinanciado por el Gobierno federal de Alemania, a través del Ministerio Federal de Cooperación Económica y Desarrollo (BMZ), así como por los gobiernos de Francia y España. Las acciones en el sector PRA son implementadas por la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) y Expertise France.

Las Soluciones basadas en la Naturaleza han tomado gran relevancia en el ámbito de la acción climática, y se han incorporado en los planes climáticos (las contribuciones determinadas a nivel nacional, conocidas como NDC - Nationally determined contributions - por sus siglas en inglés) de los países.
