The EUROCLIMA+ programme projects in the “Forests, Biodiversity and Ecosystems” (FBE) sector are implemented, in most cases, in regions with indigenous populations. Many of the implementing entities of these projects have extensive experience and knowledge of the problems of indigenous peoples and the promotion of their rights. Similarly, some of these entities have been working with indigenous peoples and local communities for a long time, collecting and systematizing their knowledge on vulnerability to climate change, in addition to identifying climate change mitigation and/or adaptation solutions that are currently being implemented, or finding new solutions together.

The participation of indigenous peoples in climate action is widely recognised as a crucial element in formulating inclusive and effective policies. This is not only because indigenous peoples receive relatively greater impacts resulting from the effects of climate change and biodiversity loss, but also because they possess traditional knowledge, technologies and practices for climate change mitigation and adaptation.
Este estudio, el primero de la serie de Documentos Técnicos de EUROCLIMA+, tiene como finalidad generar insumos para la discusión sobre el rol de la gobernanza de los recursos naturales al nivel local en lograr metas de cambio climático. La recopilación de experiencias de sobre Vulnerabilidad y Riesgos Climáticos en el Sector Agropecuario en América Latina se desarrolló en el marco del sector temático Producción Resiliente de Alimentos (PRA) del programa EUROCLIMA+, financiado por la Unión Europea y cofinanciado por el gobierno federal de Alemania a través del Ministerio Federal de Cooperación Económica y Desarrollo (BMZ), así como los gobiernos de Francia y España. Las acciones en el sector PRA son implementadas por la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) y Expertise France.
This document analyses Brazil’s main risk management instruments: the Agricultural Activity Guarantee Programme (Proagro) and the Rural Insurance Premium Subsidy Programme (PSR).
