The workshop "Strengthening the construction process of the PIMUS" was held under the framework of the EUROCLIMA+ programme.
Guadalajara Metropolitan Area, Mexico, September 7, 2020 - Urban growth in metropolises demands having better planning instruments, in which the voices of citizens and other actors are integrally involved. This is why the Guadalajara Metropolitan Area (GMA), in the process of updating its Comprehensive Plan for Sustainable Urban Mobility (Spanish acronym PIMUS), held the workshop "Strengthening the PIMUS Construction Process".
This event, held on August 26th, was organised under the framework of the EUROCLIMA+ programme in collaboration with the Institute for Development Planning and Management of the Guadalajara Metropolitan Area (IMEPLAN), German Cooperation for Sustainable Development in Mexico (GIZ Mexico), and Rupprecht Consult. With the participation of different sectors, a comprehensive evaluation of mobility planning practices was carried out to adapt and improve both its contents and the planning process.
The workshop was attended by members of the Metropolitan Mobility Board, which is the most effective mechanism for governance in the GMA, since it is made up of the directorates of the mobility areas of the municipalities in the metropolis, as well as the Secretariat of Transport for the State of Jalisco (SETRANS), the Jalisco State Highway Police Station, the Urban Electric Train System (SITEUR), the Metropolitan Agency of Infrastructure Services for Mobility (AMIM), and the Strategic General Coordination of Territorial Management for the State of Jalisco.
The Metropolitan Citizens' Council and the Citizens' Observatory for Mobility and State Transport also participated on behalf of the citizens.
In recent months, the German consultancy Rupprecht Consult carried out two evaluations on the mobility situation in the metropolis, the preliminary results of which were presented at the workshop:
- Application of self-assessment tools on mobility planning processes, answered in a discussion group with part of the team that developed the current PIMUS
- Evaluation of the content of the current PIMUS.
Once these results were presented, virtual exchange dynamics were carried out to allow participants to provide feedback according to their experience, knowledge of the territory and its dynamics, as well as the perspective and functions of the institution they represented.
Some of the issues discussed were harmonising the actions of municipalities in the functional urban area, analyses covering social and environmental aspects, and trends in transport, financing mechanisms and the contribution of other relevant sectors, among others.
Subsequently, there were comprehensive exchanges and reflections that focused on strengthening and updating the current PIMUS, as well as on practices for mobility planning in the metropolis.
This opened the horizon of the analysis and the findings, considering also the adverse context derived from the COVID-19 pandemic where decision makers have had to face important challenges regarding how urban mobility impacts their citizens.
As of 2018, the metropolis is a beneficiary of the Urban Mobility sector of the EUROCLIMA+ programme, which allows it to join a network of Latin American cities to exchange experiences and lessons learned in sustainable mobility planning, such as the Learning Programme about SUMPs for Latin America.
The next steps of the project will be to consolidate the feedback received at the workshop and to identify the findings that will enable defining the guidelines for strengthening the process of updating the PIMUS of the Guadalajara Metropolitan Area. In this way, the challenges of sustainable mobility planning will be addressed through participatory processes with a comprehensive vision.
