The portal has the dual objective of disseminating the development process for the Plan and integrating the city's inhabitants into its decision-making, through a series of online individual and collective participation instances.
June 15, 2020, Antofagasta, Chile. The Regional Government of Antofagasta, through the EUROCLIMA+ Programme, has begun the development of its first Sustainable Urban Mobility Plan or SUMP, which aims to generate a comprehensive mobility plan for the city, addressing the various means of transport (pedestrian, bicycle, public transport, freight and private transport) from a sustainability perspective, which allows the reduction of greenhouse gas emissions (GHG) from this sector in the city.
The development of the mobility plan consists of 4 phases: the first one, Preparation and Analysis, which aims at finding agreement on the general methodology of the plan and making a baseline survey of mobility in the city; the second one, Strategic Development, which aims at finding consensus among actors from the public and private sectors and civil society, on a vision, objectives and goals for mobility in the city; thirdly, the Planning of Measures, which aim to define which actions will comply with the previously agreed objectives and how they will be financed; and finally, the Implementation and Monitoring stage, which aims to generate a monitoring plan that allows for measuring the effectiveness of the measures over time, as well as making adjustments to the plan. In addition, the development of this plan is complemented by a cross-cutting axis of citizen participation.
It is in the context of this cross-cutting axis that an online dissemination and participation portal has been developed, which aims to bring the SUMPs closer to citizens and have them participate in the decisions it involves. In this sense, the portal has the dual purpose of raising awareness and educating about the impact of the transport sector on the climate crisis and people's quality of life, as well as generating online participation opportunities, both individual and collective, that allow the gathering of the opinion of the majority of the city's inhabitants.
The portal was developed under the concept of "layers", where each one responds to different types of users:
(i) first layer: those users who enter for the first time, without having greater knowledge or interest in the initiative,
(ii) second layer: those users who have already entered the page and are looking for a higher degree of interaction with the project, and
(iii) third layer: those people who are highly involved with mobility and/or decision making in the city and want to deepen the foundations of the project.
Among the mechanisms of participation included in the page are: access to online questionnaires for each stage of the project, access to the Community of Practice for Sustainable Mobility in Latin America, entities for collective participation (online workshops) and direct communication with the Technical Round Table that develops the project via email.
Finally, this portal has taken on greater relevance in the current context of confinement due to COVID-19, as it will allow continuing the development of participatory processes that were originally planned for an in-person format in a virtual format, allowing citizens to become involved remotely and without risk. It is expected that in the future the page will be updated, incorporating new opportunities for participation, the reports of each step of development, news related to sustainable mobility in the city and possibly videoconferences open to the general public.
