(Piura, Peru - Loja, Ecuador).  Through the European Union’s EUROCLIMA+ Programme and under the framework of the Risk Management component implemented by the Spanish Agency for International Development Cooperation (AECID) and the French Development Agency (AFD), the “Binational Project for the Reduction of the Vulnerability of the Population and its Livelihoods to the Threats of Droughts and Floods in Border Territories of Ecuador and Peru” or “Risk Management without Borders” is promoted, which continues to carry out institutional strengthening actions on the prevention and reduction of disaster risks in the border area of Peru and Ecuador, reforestation against climate change, as well as exchanging experiences and best practices at the First International Congress on Risk Management in Lima, Peru and at the UN Conference on Climate Change, COP25 in the city of Madrid, Spain.

In Peru, in the Piura region, the process of delivering and installing in the field more than 150,000 seedlings of forest and fruit species suitable for the weather conditions has begun for an area of 150 hectares, located in the lands of the communities and inhabitants of the districts of Ayabaca, Montero, Sicchez, Jilili and Suyo, with the objective of improving environmental conditions and improving the performance of the watershed while protecting the soil from erosion.

MEETINGS

Prior to the delivery, meetings for coordination, awareness-raising, technical assistance to municipal nurseries, and identification of deforested areas were held with the accompaniment of the local governments involved in the project. On November 29 and 30, in the districts of Suyo and Montero, the regional deputy manager of Environmental Management, Attorney Fany Torres Paucar and the agronomist Rosa Vasquez, responsible for technical assistance to the nurseries, met with authorities and beneficiary farmer communities. In Montero, 100 seedlings were given to the Centre for Basic Alternative Education (CEBA) with the objective of promoting environmental education for climate change.

DELIVERY OF SEEDLINGS

Tomorrow, Wednesday, December 3, in the community of Cebada, 2,000 eucalyptus seedlings will be delivered in the district of Ayabaca. On Thursday, December 5 in the district of Suyo, nearly 30,000 seedlings will be delivered in the community of Santa Rosa in the village of Sapallal in a protocol act in the presence of authorities and the population.

“LOVE OF THE LAND”

The president of the community of Jilili district in Anchalay, José Valerio Abad Rivera, representing the villagers and population of the area, expressed his commitment and participation in the reforestation process, expressing his appreciation for the project, which contributes to improving the villagers’ quality of life.

“We are committed to our future generations, we have to learn to love our land, the nature that gives us water for agriculture and livestock. The population is motivated and committed to reforestation," said community leader José Valerio Abad during the meeting in the Jilií district on Saturday, November 30.

MAPPING VULNERABLE AREAS

In Ecuador, the consultancy “Evaluation and zoning of areas vulnerable to floods, droughts and forest fires in the cantons of Macará, Espíndola, Sozoranga, Calvas, Quilanga, Gonzanamá, Zapotillo began last November 26, as did the hydrological study in three hydrographic units to be prioritised due to the high incidence of floods, with the location of hydrometric stations linked to early warning systems - EWS.

In this regard, the project’s technical team made a tour to the project’s cantons of intervention, developing work meetings in the cantonal and parochial Decentralised Autonomous Governments with the important participation of authorities, technicians of the Planning and Public Works units, and representatives of the Risk Management Unit, as well as the Engineer Galo Guerrero, Coordinator of AGEMIC Projects and Engineer Vicente Guzmán, GIS Technical specialist for PGRSF of the Prefecture of Loja.

EXPERIENCE EXCHANGES

Likewise, the project "Risk Management without Borders" participated in the First International Congress and Disaster Risk Management Fair in the city of Lima, where it was represented by the technical coordinator of the project on behalf of Peru, Engineer Jaime Saavedra Diez, who expressed the importance of the articulation of governments at different levels and the organised population.

"It is joint work, the International Cooperation plays a leading role in Latin American countries through the European Union, providing technical assistance and resources to promote mechanisms, strategies and actions against climate change," said Saavedra Diez in front of more than a hundred authorities, officials and foreign experts from different countries, who met from November 26 to 29.

Finally, on December 6th, the binational project’s Director, Eng. Fredy Feijó Uday, will participate in the Side Event Panel on Risk Management in the Euroclima+ Pavilion at the UN Conference on Climate Change, COP25 in the city of Madrid-Spain, which will be held from December 2 to 13. The event will reflect the binational work being carried out in Peru through the Piura regional government, and in Ecuador through the Loja Provincial Government and the National Risk and Emergency Management Service.
