The importance of public policies for managing risk among smallholders

This document analyses Brazil’s main risk management instruments: the Agricultural Activity Guarantee Programme (Proagro) and the Rural Insurance Premium Subsidy Programme (PSR). The objective of analysis is to demonstrate the structure of the two programmes and describe main differences, strengths, and weaknesses. The study is based on interviews with specialists from the market, financial institutions, government, and rural producer representatives. Secondary data on the programmes are also used. The results are expressed in four complementary pillars, with proposed measures for their implementation.

The participation of indigenous peoples in climate action is widely recognised as a crucial element in formulating inclusive and effective policies. This is not only because indigenous peoples receive relatively greater impacts resulting from the effects of climate change and biodiversity loss, but also because they possess traditional knowledge, technologies and practices for climate change mitigation and adaptation.
El proyecto “Recuperación Económica Verde: Movilizando inversiones hacia una economía baja en emisiones y resiliente al clima en América Latina y el Caribe” tuvo por objetivo el apoyar a países seleccionados de ALC (Argentina, Costa Rica, Granada, Honduras y Panamá) para abordar las principales barreras que enfrentan los países al diseñar, planificar y financiar planes de recuperación post-COVID-19 alineados con el Acuerdo de París.
La participación de los pueblos indígenas en la acción climática es ampliamente reconocida como un elemento crucial para formular políticas incluyentes y efectivas. Ello no sólo se debe a que los pueblos indígenas reciben impactos relativamente mayores, resultantes de los efectos del cambio climático y la pérdida de biodiversidad, sino también porque poseen conocimientos, tecnologías y prácticas tradicionales para la mitigación y adaptación ante el cambio climático.
