16th virtual exchange session of the Community of Practice for Climate Policy Monitoring and Evaluation.
Last Thursday, June 25th, the 16th virtual exchange session of the Community of Practice for climate policy Monitoring and Evaluation (CoP M&E) took place, facilitated by the EUROCLIMA+ Programme, through the FIIAPP Foundation, and the LEDSLAC Platform.
This initiative was born in 2018 to address the need, identified in the countries of the Region, for robust, well-constructed and practical systems for the monitoring and evaluation of climate policies and their action plans. These systems are key to improving the effectiveness and efficiency of adaptation and mitigation processes, incorporating new information and lessons learned, and for verifying and reporting transparently on compliance with commitments made under the United Nations Framework Convention on Climate Change, the Paris Agreement and other multilateral agreements.
The session focused on El Salvador's experience in implementing its NDC monitoring system. As an input for the dialogue there was an introductory presentation by Beatriz García-Pozuelo from FIIAPP/EUROCLIMA+, who reflected on the accompaniment that, from the EUROCLIMA+ programme and FIIAPP, has been given to the process. Likewise, for the presentation of the case of El Salvador, Adriana Erazo, head of the Climate Change Unit of MARN in El Salvador, Susana González (FACTOR CO2) and Ibon Galarraga (Metroeconómica) were present.
During the session, which was attended by 16 members of the community of practice with different functions in the Ministries of the Environment of several countries in the Region, a space for participation was developed that allowed the participants to intervene, with contributions from their respective experiences in the area of Climate Policy M&E, which served to nourish the exchange of experiences.
Based on the above, the work has focused on applying a pragmatic vision for prioritizing indicators, working on existing indicators for which information exists and involving institutions from the beginning of the process. The importance of focusing on technical levels and middle management and integrating the chambers or private associations that in many cases have provided relevant sectoral information, especially for mitigation, was highlighted.
