A contribution to the Doha Work Programme on Action for Climate Empowerment from Latin America

Several countries in the region have submitted proposals to the United Nations Framework Convention on Climate Change for the implementation of Article 12 of the Paris Agreement, based on the thematic study carried out by EUROCLIMA+

Chile, Colombia, Costa Rica, Peru, the Dominican Republic and Uruguay, have submitted a joint contribution to the United Nations Framework Convention on Climate Change, as a contribution to the Doha Work Programme, the existing instrument created to deepen the fit of the Action for Climate Empowerment within the Paris Agreement.

Action for Climate Empowerment (ACE) is the agreed name for article 6 of the UNFCCC, reflected in article 12 of the Paris Agreement, and which includes six interdependent and interrelated dimensions: education, training, public awareness, public participation, public access to information and international cooperation.

The countries recognise the relevance of the study prepared by EUROCLIMA+, for “providing an overview of the progress and challenges in the area of ACE in the region”. The content of this work, published in April this year, has served as a basis for the preparation of the recommendations included in the submission document

The Thematic Study 14: Action for Climate Empowerment and its transformative potential in Latin America, was prepared by the International and Ibero-American Foundation for Administration and Public Policy, with the participation of Gloria Arredondo and Yayo Herrero - authors of the paper-. It analyses the state of the art in the design and implementation of climate plans and policies aimed at complying with article 12 of the Paris Agreement in eight countries of Latin America and the Caribbean: Chile, Uruguay, Ecuador, Peru, Costa Rica, Cuba and the Dominican Republic. It also gathers experiences developed by different international organisations in these countries, in order to advance in the agenda of the incorporation of ACE in the response to the challenge of Climate Change in the region.

The EUROCLIMA+ Programme has a line of action in which it addresses the accompaniment of Latin American countries in the development of policies, plans and measures aimed at fulfilling this mandate of the Convention. ACE is a key cross-cutting instrument that involves all levels of governance and all actors in society in climate action and in support of all mitigation and adaptation policies. It has the potential to provide the social and political will for action, in addition to the scientific and technological knowledge required. ACE commitments, while setting targets not specifically related to mitigation, can help accelerate the achievement of targets related to changes in behaviour and consumption, which are directly linked to the reduction of GHG emissions and should therefore be included in the setting of targets in NDCs and LTs in a concrete and measurable way.
