Peru was the sixth country to initiate a Country Dialogue under the framework of the EUROCLIMA+ programme.
This methodology is the tool used by the Programme in conjunction with the countries, for the prioritisation of demand, coordination and monitoring of actions in the partner countries.
Lima, March 18, 2020 - The first meetings between Peruvian authorities and representatives of the EUROCLIMA+ programme were held in Lima (Peru) on 9, 10 and 11 March, under the coordination of the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) and the German Society for International Cooperation (GIZ) GmbH, to establish a Country Dialogue to facilitate coordination between the programme and institutions in tackling some of the climate change challenges Peru is confronting.
Discussions held during the process addressed the potential strategic lines of action of the regulatory framework and NDC implementation, based on the needs defined by the country, the input of relevant stakeholders and the contextualisation/additionality of the European Union's strategic work in the country.
With these premises, during the meetings progress was made on establishing the objectives, focus, and methodological approach for the country dialogue, which included, among other elements, the commitment to inform the Dialogue’s actors about the objectives, characteristics, stakeholders and added value of EUROCLIMA+, as well as the coordination of future efforts of the programme as part of the European Union's dialogue in the country.
In addition, the meeting made known the priorities of the country’s climate regulatory framework in the short and medium term, further examining progress made on NDC implementation and updating, and achieving a better understanding of the roles, capacities and needs of the relevant actors for the implementation of these commitments.
Context Peru
As part of the actions that Peru is taking to fulfil its commitments under the Paris Agreement, in 2018 the country enacted the Framework Law on Climate Change (LMCC), which defines roles and functions for the Peruvian government through its sectors at the national level and also for regional and local governments, in addition to promoting the participation of non-state actors, such as the private and financial sectors, indigenous peoples, civil society and academia, among others. The Regulations of the LMCC were recently approved after a process of prior consultation with the representative organisations of indigenous peoples. This approval has allowed the installation of the permanent High Level Commission on Climate Change.
About the Country Dialogue
The Country Dialogue is a methodological tool that allows for a long-term commitment between the EUROCLIMA+ Programme and a Latin American partner country, with the aim of helping to strengthen NDC implementation and/or updating by identifying synergies and opportunities for coordination and collaboration. This methodology is adapted to respond to the specific circumstances and needs of the country.
This methodology is a continuous, intersectoral, multilevel and multi-stakeholder mechanism for climate policy dialogue, which serves to: a) identify country demands; b) take stock of progress and support the updating of plans and priorities for NDC implementation and/or updating; c) coordinate the implementation of EUROCLIMA+ actions; and d) align the Programme's actions with the EU's political dialogue with the country. The methodology is adapted to respond to the specific circumstances and needs of the country.
