Event was organized by ECLAC, GIZ and Fundación Avina as part of the EUROCLIMA + programme

Santiago, Chile, April 26, 2019.- Encouraging the exchange of experiences between the countries of Latin America and the Caribbean for the fulfillment of their nationally determined contributions (NDCs) to the Paris Agreement is the objective of the initiative "Dialogue among peers to enhance the implementation of NDCs in Latin America", led by the Economic Commission for Latin America and the Caribbean (ECLAC) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, with the collaboration of Fundación Avina, in the framework of the EUROCLIMA + programme financed by the European Union.

To present the first results of the study of systematization and characterization of the implementation of the NDC carried out by "Dialogue among peers", an event was held in parallel to the Third Meeting of the Forum of the Latin American and Caribbean countries in the Forum on Sustainable Development in Santiago de Chile, where the preliminary conclusions of a work prepared by ECLAC on the current state of the implementation of the NDC were also presented.

"The NDC, together with the 2030 Agenda and the New Urban Agenda, are instruments that are expressing the unsustainability of the current style of development, proposing a new vision of development that allows us to combine economic dynamism, social inclusion and a lower environmental footprint" commented Joseluis Samaniego, Director of the Sustainable Development and Human Settlements Division of ECLAC.

The presentation of the EUROCLIMA + study was led by Cristián Retamal from Fundación Avina, who among other findings highlighted "the need for the countries of the region to have relevant information that allows them to strengthen the sectoral and territorial articulation in the face of the implementation of its climate commitments (NDC), as well as seeking synergies with other relevant processes such as the SDGs and the 2030 Agenda ".

In his presentation Retamal also pointed out "the key and strategic aspects of the articulation and participation of private actors, academia, civil society and indigenous peoples, in the elaboration and implementation of climate commitments, in order to achieve legitimacy for the transformations necessary to comply with the Paris Agreement ".

In this sense, Paola Vasconi of GIZ and EUROCLIMA+, insisted that "coordination, intersectoral coherence and cooperation between the national, regional and local levels for the implementation of the NDC and other commitments made by the countries of Latin America is fundamental in the framework of the Paris Agreement”. Stressing that, "this requires a commitment and political leadership at the highest level in each of the countries."

Putting the study in context, Katya Puga, Undersecretary of Planning and Environmental Policy of the Secretariat of Environment and Natural Resources of Mexico, presented the proposal of increase of ambition of the NDC of the North American country. For his part, Norman Lizano, Head of the Multilateral Policy Department of the Ministry of Foreign Affairs and Worship of Costa Rica, highlighted the national decarbonization plan launched last February and the challenges faced by the pre-COP25 that Costa Rica will host in October.
