EUROCLIMA+ promotes dialogue between Latin American countries to strengthen climate action in the region

Santiago, Chile, October 22, 2018. Facilitating cooperation among peers and supporting the integration of climate compatible policies and development plans in Latin America is the purpose of the “Peer Dialogue initiative to promote the implementation of NDCs in EUROCLIMA+ countries”, executed by Avina Foundation with the German Cooperation Agency (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH, GIZ) in collaboration with the Economic Commission for Latin America and the Caribbean (ECLAC), under the Climate Governance component of the European Union Cooperation Programme EUROCLIMA+.

“Through this joint project of ECLAC, GIZ, and the Avina Foundation, EUROCLIMA+ intends to strengthen 'climate governance' in Latin America, promoting coordination, intersectoral coherence and cooperation between national, regional and local levels for the implementation of Nationally Determined Contributions (NDCs), as well as other climate commitments acquired by the countries of the region under the Paris Agreement,” said Silvia Brugger, GIZ representative for the EUROCLIMA+ Climate Governance Component.

As an initial milestone of this initiative, the “First Dialogue between EUROCLIMA+ country peers” was organised jointly with the VII Regional Workshop of the LEDS LAC Platform for August 1 to 3 in Santiago, Chile. On that occasion, more than 150 people from 22 countries gathered to work on the promotion of climate compatible development, sharing experiences and best practices in the implementation of NDCs, identifying common challenges, strengthening capacities and establishing links for collaboration.

For Hernán Blanco, Avina Foundation Programme Director and coordinator of the “Dialogue among Peers” project, the main objective and achievement of this meeting was “Sharing and discussing the experiences and opportunities among Latin American countries to enhance the implementation of NDCs, and identifying, based on the experience acquired to date, the needs ('demand') and opportunities ('supply') that EUROCLIMA+ countries have in advancing NDC implementation, all with a particular focus on sectoral and territorial articulation”.

As an outcome of this meeting and a result of the technical analysis of the entities involved in implementing the “Dialogue among Peers” project, the First Dialogue Report between pairs of EUROCLIMA + countries and VII Regional LEDS LAC Workshop was presented. The initial section of the document provides an overview, based on information from ECLAC, on the type of commitment and progress made in the implementation of NDCs in the Latin America and Caribbean region.
