Euroclima+ participates in the pre-COP27 Climate Empowerment Action in Bonn

The programme presents the results and best practices on Climate Empowerment Action in the Latin American region at the ACE Technical Sessions.

Bonn, 10 June 2022 - From 6-16 June, negotiations are taking place in Bonn the negotiations under the SBI framework of the UNFCCC for the dialogues and negotiations leading up to COP27.For this year, open sessions have been organised with the aim of advancing the plan of action for the work programme of Glasgow on Action for Climate Empowerment (ACE).

In this context, the EUROCLIMA+ Programme was invited to participate in order to share the experiences developed in the Action for Climate Empowerment, line, in which different accompaniments to countries in the Latin American region are being carried out to advance the ACE agenda in its six elements..

The open technical workshop on ACE was held on 8 June and was attended by Ina Parvanova, Director of C&E for Climate Change at the United Nations. The session's panel was composed of organisations such as UNESCO, YOUNGO, MEEZE and Euroclima+.

On behalf of EUROCLIMA+, Mª Elena Oliveros Palomo, project technician at the International and Ibero-America Foundation fo Administration and Public Policy, presented the main guidelines of the ACE programme, as well as its ongoing actions. Currently, EUROCLIMA+ is accompanying the development of six national strategies on ACE: Chile, Uruguay, Panama, Costa Rica, Argentina and Colombia; Elena highlighted the importance of including ACE in the Long-Term Climate Strategies. In addition, she presented the work developed in diagnostics that allow the identification of weaknesses that can be addressed within the scope of the programme.

Moreover, she highlighted the role of the Community for Pratical Learning of ACE as a platform for knowledge generation, socialisation of best practices and lessons learned, which is highly valued by the community of practitioners it brings together. The Community currently has more than 70 members from 18 countries in the region.

After the presentations, group work was followed by further input on the two key questions that pose a challenge for moving forward on ACE:

  • How can non-parties support the implementation of the Work Programme for Glasgow on ACE?
  • How can the parties build partnerships with relevant organisations to mobilise expertise, resources and tools to accelerate the implementation of ACE?

Some of the reflections that emerged in the context of this workshop were relevant:

  • The importance of the articulation and coordination of governments, as well as parties and non-parties for the support of public policies on ACE.
  • The creation of a platform between parties and non-parties that enables the exchange of best practices and can inform on funding for National ACE Strategies and initiatives.
  • The role of young people in the work programme for Glasgow and how to involve them more and more in driving actions and in the negotiation processes for the future COP27 among others.
  • ACE as a means of implementing commitments made in NDCs and Long-Term Climate Strategies, thus contributing to policy coherence and coordinated action among countries and agencies.

In conclusion, it is important to highlight the value of regional programmes such as Euroclima+ and their support through peer-to-peer exchange, training and support with technical assistance and expertise.
