The study addresses some experiences in the incorporation of the Just Transition approach in both regions, with a direct approach to the contexts of Spain, Costa Rica, Chile, Panama, Peru and Uruguay.
Madrid, April 6th - The EUROCLIMA+ programme presents its Thematic 18, entitled “Just Transition: An approach to link climate, economic and social agendas”. The study aims to contribute to understanding the implications of the Just Transition approach in public policies, identify best practices, as well as the state of appropriation and implementation in Latin America.
The Just Transition approach
Just Transition is a systemic, multidimensional and multi-stakeholder approach that aims to maximise the benefits of decarbonisation and minimise the potential negative impacts on economic activity, workers, communities and territories. On the global agenda, it is seen as a third pillar for climate action, alongside mitigation of emissions and adaptation to the impacts of warming. However, its practical application is still in its infancy.
Well managed, the transition to a zero-emission economy is not only vital to avoiding climate disaster, it can also stimulate a sustainable and inclusive economic recovery. But this will not happen automatically, it requires anticipating changes and adopting timely and effective policy measures, incorporating the Just Transition approach into policies for recovery, as well as having specific and multi-sectoral policy instruments (JT plans or strategies) and ensuring their inclusion in key instruments (NDCs, LTS). The social and environmental challenges implicit in the Just Transition call for long-term actions, which require sustainable financing mechanisms and stable governance that lasts over time.
The Thematic Study
The study approaches Just Transition as a possible articulating core of public policies aimed at transforming our societies towards carbon-neutral development models, thus acting on the climate, economic and social agendas. It starts with a review of the concept, its guiding principles and areas of action; analysing how Just Transition has been incorporated into the global and European agendas, with special attention to the European Green Pact, the Just Transition Mechanism and the European response to the crisis caused by the COVID-19 pandemic; it examines the public policy instruments in the Spanish setting, in particular the Just Transition Strategy and the Just Transition Conventions; and presents the state of progress in the Latin American region in the sectors with the greatest potential (energy, land use and sustainable transport) and the most relevant actors; a more detailed analysis is carried out in five focus countries -- Costa Rica, Chile, Panama, Peru and Uruguay- focusing on ongoing processes, progress and challenges, with a series of proposals for a Just Transition policy dialogue agenda.
The document has been prepared by the Fundación International and Ibero-America Foundation for Administration and Public Policies (FIIAPP), with the participation of Teresa Cavero and Arantxa Guereña, experts on the subject. Its results will be presented on April 15 in the webinar “Just Transition: An approach to link the climate, economic and social agendas”, organised by FIIAPP.
