A year based on results: EUROCLIMA+ Annual Report

During 2021, more than 60 actions were promoted in the different countries of the region, which are executed under a joint vision and co-construction between different actors.

2021 became a key and strategic year for the EUROCLIMA+ programme as 50 of its projects are being fully implemented reporting concrete results and showing different synergies with other initiatives of the Programme and the region. In addition, during this year EUROCLIMA+ has intensified its work through the Country Dialogue processes, a tool created by the Programme in order to respond to four key approaches:

  • the response to the demands of the partner country,
  • its transformative potential
  • substantive support to the fulfilment of the NDCs, and
  • the added value that the European Union can deliver.

And thanks to this flexible and demand-driven approach, during 2021 more than 60 actions were promoted in the different countries of the region that are being implemented using a joint vision and co-construction between different actors.

Moreover, 2021 was the year in which the Programme's Consolidated Logical Framework was concluded and the implementation of "Euclides", the Programme's progress monitoring system, was strengthened, through which the progress records of the results expected in each of the actions and projects financed by this European Union programme have been facilitated.

With more emphasis than in previous years, the EUROCLIMA+ 2021 Annual Report is a text that prioritises the analysis of results and highlights emblematic examples at various levels. And precisely in order to show in a more integrated way the detail of the progress achieved, this year it was decided to structure the report in an interactive web version that allows more precise and faster navigation based on information on the status of the Programme, its portfolio of initiatives, results achieved and the situational status of the Country Dialogues.

It should be noted that the report was also structured as a strategic input for the EUROCLIMA+ Annual Meeting, which was held 100% virtually during September-October 2021. Due to the focus of the report, it became an essential reference material for the working groups that were formed as part of the agenda of this year's Annual Meeting. These groups generated different reflections on the work of EUROCLIMA+ and on how to improve the implementation of the Programme in order to achieve the objectives of its mandate.

This consolidated report is based on data recorded in the programme's Monitoring and Evaluation system - EUCLIDES - as well as qualitative information provided in the annual and six-monthly reports generated by each implementing agency.

It provides a space to showcase the many activities carried out under the sectoral project portfolio and actions in support of climate governance (chapter 3); and interactively showcases the results that the Programme is generating as a result (chapter 4).

In addition, it systematically presents progress in each country and in particular the progress of the Dialogues with each country (chapter 5).

 

The Annual Meeting brought together the National Focal Points (delegates representing each partner country of the Programme) and their respective technical teams in their countries as well as representatives of the European Union, the EUROCLIMA+ implementing agencies and observers from Caribbean countries.

Four virtual meetings were held, each meeting with its own objectives. The first meeting is highlighted below: a meeting based on the results achieved.

Focus on results achieved

On 30 September 2021, the first session of the EUROCLIMA+ Annual Meeting was held, a session focused on making a joint analysis of the results and effects achieved by EUROCLIMA+ through the projects and actions that have been promoted by the Programme in order to agree on strategies to consolidate/expand them.

Three macro-results were analysed based on a selection of examples of actions and projects:

 

  • Group 1: Support in the implementation of climate commitments and their legal anchoring in national contexts.
  • Group 2: Scaling up climate actions into policies, strategies and plans.
  • Group 3: Inclusiveness in policies, action plans and other measures related to NDCs.

EUROCLIMA+ is a programme funded by the European Union and co-financed by the German federal government through the Federal Ministry for Economic Cooperation and Development (BMZ), as well as by the governments of France and Spain through the Ministry of Foreign Affairs, European Union and Cooperation.

The Programme's mission is to reduce the impact of climate change and its effects in 18 countries of Latin America and the Caribbean, promoting mitigation, adaptation, resilience and climate investment.
