Latin American countries exchange experiences on National Mobility Plans

Participants included Chile, Ecuador and Uruguay, which are developing their national policies and plans with support from EUROCLIMA+.

Chile, June 25, 2020 - On June 17, the series of virtual workshops "Developing NUMPs in Latin American countries" concluded, with the participation of around 30 government representatives from Brazil, Chile, Uruguay and Ecuador to exchange knowledge and experiences in the development of National Urban Mobility Plans and Policies (NUMPs).

This series of events, organised by the implementing agency German Society for International Cooperation (GIZ) under the EUROCLIMA+ programme framework, took place from 20 May to 17 June.

Currently Chile, Uruguay and Ecuador are developing their NUMPs with technical and financial support from EUROCLIMA+. During these sessions they had the opportunity to discuss the challenges of NUMP design and implementation, focusing on the case of Brazil.

The first workshop, held on 20 May, focused on Urban Mobility Policies. The three beneficiary countries of the EU-funded programme described the framework, status quo, and main future challenges of their projects. Subsequently, the process of formulation, development, and implementation of the current Brazilian Urban Mobility Policy was presented, as well as its main lessons learned.

The second workshop, which focused on Urban Mobility Plans, was held on 3 June. Uruguay, Chile and Ecuador presented their cases for urban mobility plans at national, regional and local levels. The example of BHTRANS was presented. Based on this dialogue, the importance of motivating cities, facilitating participation, and empowering local actors was highlighted.

Finally, during the closing session, the focus was on financing mechanisms. The companies BNDES and Desenvolve SP from Brazil presented the functioning of the process of financing urban mobility from the local to the federal level.

“A guarantee of a continuous flow of financing is required to ensure the continuity of the long-term investment”.

The National Urban Mobility Plans and Policies (NUMP) are an action-oriented strategic framework. They are developed by national governments to improve local capacity in mobility measures for financing, planning, and implementing initiatives.

NUMPs differ from other conventional programmes in that they incorporate a prioritisation on people and quality of life, have a multi-sectoral approach, a participatory approach, and they incorporate an environmental concern that contributes to international climate change commitments.
