With the support of EUROCLIMA+, the Brazilian city concludes its diagnosis and identification of challenges phase.
Teresina, Brazil, August 20, 2020 - The project "Transport Observatory: Blockchain technology for transparency in the public transport of Teresina" concluded its Diagnosis and identification of problems phase with the workshop "Hierarchization of the challenges of the public transport system in Teresina", which was held virtually on August 3, 2020.
In this event, carried out under the framework of the EUROCLIMA+ programme, the main challenges identified during the diagnosis of the Teresina Public Transport System were classified. It brought together the main actors in the management and operation of transport in the Brazilian city: heads and representatives of different entities in the Municipality, operators, trade unions, educational institutions, and civil society organizations.

On behalf of Teresina municipality, officials from the Municipal Secretariat of Planning and Coordination (SEMPLAN), its Agenda 2030 office, the Municipal Superintendency of Transport and Traffic (STRANS), and the Municipal Secretariat of Citizenry, Social Assistance and Integrated Policies (SEMCASPI) were present.
This is one of the 19 projects of the Urban Mobility sector of the EUROCLIMA+ programme, financed by the European Union. It has a budget of 500,000 euros and is implemented by the French Development Agency (AFD). Its objective is to improve the performance of public transport in the Brazilian city through an information and interrelationship system, called the Blockchain platform, which will improve decision-making and reduce the asymmetry of information between the different transport actors.
Among the activities on the event's agenda were the presentation of the results of the Gender Perception Survey about Public Transport in Teresina and a didactic presentation of what Blockchain technology is and what the benefits of implementation are. The pilot projects of EUROCLIMA+ aim to generate immediate benefits with the potential to be replicated in other similar regions.
Afterwards, a space for dialogue was created in which the workshop participants presented their experiences and opinions in groups and then voted on the priority of the challenges found in the diagnosis. It is worth mentioning that these were sent in advance to the participants for them to be prepared before the event.
Among the results, these were the main problems according to the following categories:
- Quality: Lack of security in buses, stations, and surroundings; low punctuality of the system and long travel time.
- Planning: Lack of or inconsistency in the information for transport managers and users; lack of indicators or measures for decision making.
- Operation: Vehicle overcrowding; low service attractiveness.
The next step for Teresina's pilot project is the preparation of the open innovation process. Subsequently, a test of the concept for the solutions will be made and then a scaling-up strategy will be developed. With joint actions it will be possible in the long term to have greater use of public transport, improving the image of this service and increasing trust among the actors involved and others.
