Bogotá, Colombia, September 13, 2019. The French Development Agency (AFD) invites applicants to participate in the tender for a consultancy in the Pilot Project for Teresina, Brazil, which is part of the Urban Mobility component of the EUROCLIMA+ programme.
The process is open from July 3 to October 14. The agency requests a quotation - the budget is up to 500,000 euros - for implementing the project. The aim is to develop a transparent system for transport data management to improve the following points:
(i) Communication between the municipality of Teresina and bus operators (including management of the concession contract).
(ii) Passenger information.
(iii) Other aspects for the optimisation of operational management.

- Installation of a blockchain platform and promotion of its use by the actors involved in the Teresina transport system.
- Implementation of a public transport governance system based on co-management and openness of data and processes, in which the municipality, companies, users and the public prosecutor interact collaboratively.
The project “Mobility Observatory: Blockchain for transparency in public transport of Teresina” aims to improve the performance of public transport through the creation of an information system that allows better decision making and reductions in information asymmetry between different public transport actors in the region.
The institutions to be worked with are the Municipality of Teresina and the Secretariat of Planning and Coordination (SEMPLAN).
