The European Union in close collaboration with the state of Jalisco

Ambassador Klaus Rudischhauser of the European Union (EU) Delegation in Mexico emphasized the important joint work of public administration, the private sector, and civil society for the complete and effective implementation of the Paris Agreement on Climate Change.

In the presence of Governor Enrique Alfaro Ramírez of the State of Jalisco and the mayors of the Metropolitan Area of Guadalajara, Ambassador Klaus Rudischhauser of the European Union (EU) Delegation in Mexico emphasized the important joint work of public administration, the private sector, and civil society for the complete and effective implementation of the Paris Agreement on Climate Change.

Toward this end, the European Union works with various stakeholders in the State of Jalisco to make progress on cleaner, lower carbon economies with  strong climate resilience through the support from the EUROCLIMA+ programmes and International Urban Cooperation (IUC).

With respect to EUROCLIMA+, two projects of the Urban Mobility component are currently being carried out in Guadalajara in order to develop national policies on urban mobility and integrated multimodal planning with potential for replication to accelerate the transition of cities towards sustainable, low-carbon mobility. The two projects of the European Union in Guadalajara are implemented through the German Society for International Cooperation (GIZ).

During the event, Dennis Quennet, Director of GIZ’s Urban and Industry Development Programs in Mexico, underscored the importance of close cooperation between the European Union and the German Federal Ministry for Economic Cooperation and Development in the design, articulation and funding of projects implemented by GIZ in this sector.

Regarding the International Urban Cooperation (IUC) programme, David Calvo, Team Leader of the programme, stressed that for more than a year, Guadalajara has successfully cooperated with the European city of Hamburg in the development of a local integrated action plan to promote sustainable urban development.

The cooperation of the European Union with the State of Jalisco goes beyond these two programmes. In fact, there is close collaboration with civil society on human rights, specifically in preventing and combatting torture in detention centres, improving investigation into cases of forced disappearance, and fighting violence towards women. In terms of biodiversity, the EU works with the State to combat deforestation and link rural development in poor areas with sustainable forest management programs.

As for higher education, the Erasmus+ programme funds academic mobility. More than 50 students from the State of Jalisco have had the opportunity to study in Europe with scholarships from this programme. Through capacity building, Erasmus+ also supports the modernisation and internationalisation of higher education institutions in Jalisco. For its part, the Horizonte 2020 programme funds various research and innovation projects in the state.

EUROCLIMA+ is a programme funded by the European Union to promote environmentally sustainable and climate-resilient development in 18 Latin American countries, particularly for the benefit of the most vulnerable populations. The program is implemented under the synergistic work of seven agencies: Spanish Agency for International Development Cooperation (AECID), French Development Agency (AFD), Economic Commission for Latin America and the Caribbean (ECLAC), Expertise France (EF), International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), German Society for International Cooperation (GIZ) and UN Environment.

The Urban Mobility component is implemented by the German Society for International Cooperation (GIZ) and the French Development Agency (AFD).
