During the COP25 in Madrid, a panel bringing together representatives of civil society, municipalities and NGOs will seek to understand the challenges of

including Ecosystem-based Adaptation (EbA) measures in municipal planning on December 12, at 12:30 pm.

December 9, 2019. In many parts of the world, including Latin America, societies must respond to growing challenges related to climate change. This situation hampers the economic development of various sectors, extreme events destroy infrastructure and cause social disasters, and slow onsets require long-term planning measures.

The so-called "Nature-based Solutions" offer more and more opportunities for facing these challenges. Approaches such as Ecosystem-based Adaptation (EbA) to Climate Change and Disaster Risk Reduction (Eco-DRR) generate social and economic benefits and improve the quality of life for local people. In doing so, they contribute to the achievement of the Sustainable Development Objectives (SDOs), to Nationally Determined Contributions (NDCs) and to tackling climate change.

In order to discuss the challenges, benefits and opportunities of including EbA measures in municipal planning, the Forests, Biodiversity and Ecosystems component of the EUROCLIMA+ programme, together with Pronatura Mexico and ANAMMA from Brazil, organised the event “Natural Solutions? Experiences in the integration of EbA (Ecosystem-based Adaptation) measures in municipal planning" for the framework of COP25 in Madrid.

During the event, the experience of the project led by Pronatura and ANAMMA “Articulating global agendas from the local” will be presented. This project’s work is based on the EbA approach to catalyse actions in seven municipalities of Mexico and Brazil, including Foz de Iguazú (in Paraná), Porto Seguro (in Salvador de Bahía), Armería (in Colima) and Xochimilco (in Mexico City), among others.

According to Alejandra Tenorio, project coordinator in Mexico, “this project helps local governments and civil society in facing the effects of climate change, implementing adaptation actions in the territory with the people. The actions arise from the ideas and actions that are already being carried out in the territories.

The event will open a space for dialogue on how local ecosystem services contribute to national and global agendas, and an understanding of the challenges, benefits and opportunities of including EbA measures in municipal planning for present and future generations.

Participants will include Andrew Scyner, DEVCO G.2 Programme Manager - LAC Regional Programmes of EUROCLIMA+; Alejandra Tenorio (Pronatura) and Mariana de Olivera Gianiaki (ANAMMA), coordinators of the project “Articulating Global Agendas from the Local”; Prefect José Daniel Villao of the Prefecture of Santa Elena, Ecuador; Karina Leal, Climate Change Director of Pronatura; Mario Mantovani, Founder and member of the ANAMMA Council; and facilitation by Dra. Thora Amend of EUROCLIMA+.

The event “Natural Solutions? Experiences in integrating EbA (Ecosystem-based Adaptation) measures into municipal planning” will be held on Thursday, December 12, from 12:30 to 14:00 (Madrid time), in the EUROCLIMA+ Pavilion (Blue Zone, section 8).

The project

The project “Articulating global agendas from the local: Ecosystem-based adaptation as a catalyst for municipal actions to achieve global goals” is part of the “Forests, Biodiversity and Ecosystems” component of the EUROCLIMA+ programme implemented by Expertise France and GIZ, which finances a total of 9 projects in 12 Latin American countries.

The projects develop innovative initiatives for adaptation to climate change so that local communities and their territories can be more resilient to the effects of change. They also aim to scale-up their project in order to share their experiences in other countries and generate opportunities for replication, while also contributing to and informing about their countries' adaptation and mitigation measures.
