Second launch of a project for Resilient Food Production in Agrifood Value Chains in the Central AmericanTrifinio region and Adamantina, Brazil.

According to the project’s implementers and co-implementers, the project will contribute to reducing forced migration resulting from the effects of climate change on agriculture.

San Salvador, El Salvador. “For the European Union, climate change is a priority. And through EUROCLIMA+ we want to contribute to fostering this awareness in our allies, the countries where we have cooperation and political dialogue," said Pierre-Yves Baulain, Head of Cooperation of the European Union Delegation in El Salvador, during the second launching ceremony of the project “Local policies and mechanisms for articulating and implementing public-private partnerships for resilient food production in agrifood value chains in the Central American Trifinio region and in Adamantina, Brazil”, which is part of the Resilient Food Production (RFP) component of EUROCLIMA+.

The event is the continuation of the first public launch of the project, held last August 29 in the municipality of Adamantina, Sao Paulo, Brazil, which was attended by a delegation of key project actors on the Central American side.

During this second launch, the Focal Point of the EUROCLIMA+ Programme in El Salvador, Antonio Cañas, acknowledged that EUROCLIMA+ projects truly respond to the demand for assistance from the countries, so that what the project does “is to contribute but based on reality, including the conditions and the critical situation experienced by the communities that the mayors here today come to represent”.

The project, which will last two years (2019-2021), is coordinated by the Mancomunidad Trinacional Fronteriza Río Lempa (MTFRL), and co-executed by the Prefeitura/Alcaldía de Adamantina, Brazil; the University Centre of Adamantina (UNIFAI), Sao Paulo, Brazil; the Eastern University Centre (CUNORI) of the San Carlos University of Guatemala; and as a strategic partner the Regional Programme of Information Systems for Food and Nutritional Security Resilience in the SICA region (PROGRESAN/SICA).

Among the most important results projected, the project is expected to strengthen the capacities of local authorities and actors in nine municipalities of the Central American Trifinio and one in Adamantina, aligning their local public policies with national policies, strategies and plans for adaptation to climate change. In addition, nine producer organisations from the Central American Trifinio and one from Brazil will strengthen their capacities for resilient food production and its linkage with an agrifood value chain (total 500 families).

In addition, forty local technicians from Central America and ten from Adamantina will have increased technical skills to diagnose, design and implement actions that increase the food resilience of populations, under the framework of local public policies. Two universities will also be strengthened: UniFAI and the Eastern University Centre (CUNORI).

 “In the future, our cooperation with the countries and regions will be more focused on climate change, on promoting awareness among peoples and countries, on mobilising actors in very specific actions to change behaviour, and on continuing to innovate”, added the representative of the European Union.

For his part, the Manager of the Commonwealth, Héctor Aguirre, together with the Director of CUNORI, Filiberto Coy, gave a joint presentation on “Climate migrants and climate change scenarios in agricultural production and their effects on migration in the Northern Triangle of Central America”, in which they explained the growing situation of forced migration due to drought and food insecurity, among other effects of not having agriculture resilient to climate change.

About the projects of the EUROCLIMA+ de Resilient Food Production component

The Resilient Food Production (RFP) projects aim to strengthen capacities at local, national and regional levels to increase resilience to climate change, the efficiency of agricultural and livestock production systems with respect to carbon and water, as well as food value chains according to their sectoral commitments under the NDC implementation framework. RFP is a component implemented by GIZ and Expertise France.
