Greenhouse gas mitigation project in Argentina and Chile launches digital platform to share progress and documents

One year after the start of the EUROCLIMA+ project "Mitigation of greenhouse gases and adaptation to the impacts of climate change in Latin America by strengthening energy

efficiency in strategic sectors of Argentina and Chile", the launch of its digital dissemination platform was held, which will contribute to the dissemination of information on the progress of the project and promote dialogue with its public.

21 December 2021. On 17 December, the digital platform euroclimaplusargentinachile.org was launched with the aim of disseminating the progress made in the lines of action and making available the documents generated in the framework of the project to mitigate greenhouse gas (GHG) emissions and adapt to the impacts of climate change in Latin America by strengthening energy efficiency in strategic sectors of Argentina and Chile, as well as establishing a channel for interaction with the interested public.

The content available on the platform includes downloadable material as well as the results of research and pilot tests on Energy Management Systems, training on energy and climate change, metering systems in public buildings, remote management for public lighting, labelling programmes and minimum energy efficiency standards, and efficient transport, among others. The information, as well as the contact channel and the tenders, calls for bids and news, will be available to academics, experts, technicians, authorities, decision-makers, companies and the community in general.

This project is carried out by the Energy Secretariat of the Ministry of Economy of Argentina, the Energy Sustainability Agency of Chile and the Ministry of Energy of Chile. It is financed by the French Development Agency (AFD) and the Spanish Agency for International Development Cooperation (AECID), which execute the EUROCLIMA+ funds.

​​"EUROCLIMA+ is the European Union's flagship sustainability programme for Latin America and the Caribbean" emphasised Carles Puigmarti-Borrell, Programme Manager of the European Commission's International Partnerships Programme in Brussels during the launch of the digital platform. The objective is to reduce the impact of climate change and its effects in 18 countries in Latin America and the Caribbean by promoting climate change mitigation and adaptation, resilience and investment. The Programme is implemented under the synergistic work of seven agencies: the Spanish Agency for International Development Cooperation (AECID), the French Development Agency (AFD), the Economic Commission for Latin America and the Caribbean (ECLAC), Expertise France (EF), the International and Ibero-America Foundation for Administration and Public Policy (FIIAPP), the German Society for International Cooperation (GIZ) GmbH and the UN Environment Programme.

EUROCLIMA+ currently has 60 projects and 60 climate actions underway, with a budget of 144 million euros for the 18 countries.

Puigmarti-Borrell pointed out that economic growth in the region is linked to the use of fossil fuels, and the higher the growth, the higher the levels of CO2 emissions into the atmosphere. In this regard, she emphasised that it is more imperative than ever to develop energy efficiency projects in strategic productive sectors, as well as in public lighting and the illumination of public buildings.

For her part, Mercedes Flórez, acting Coordinator of AECID's Technical Office for Regional Cooperation for Argentina, Brazil, Chile and Uruguay, underscored that the fight against the adverse effects of climate change is one of the main priorities of Spanish Cooperation.

She highlighted the launch of the digital dissemination platform, as an instrument that will help to generate more effective coordination and facilitate access to the documents generated by the project. She also pointed out the importance of this platform contributing to transferring binational experience through knowledge that can be capitalised by other countries in the region in order to strengthen the implementation of their own energy efficiency policies in the global and regional framework of a joint effort against climate change.

In the global context threatened by climate change, the role of the EUROCLIMA+ programme was highlighted, which implements strategic actions at both national and regional levels, based on the needs expressed by the partner countries themselves, and where the European Union seeks to add value by offering the complementary experience of the different cooperation agencies of its Member States. In this case, the project relies on the experience of Spanish Cooperation to which the European Union delegates its funds for implementation due to its technical expertise.

Plataforma digital lanzamiento

Spain is currently managing more than 400 million euros in this cooperation modality, distributed in more than 80 projects and actions, including this project, and always with the technical leadership of national institutions. Along these lines, it was reported that AECID had once again obtained re-accreditation to manage delegated funds from the European Union, which enables it to implement the EU budget for development cooperation under indirect management.

Mariela Beljansky, National Director of Electricity Generation at the Ministry of Economy of Argentina; Gabriel Prudencio, Head of the Sustainable Energy Division at the Ministry of Energy of Chile; and Ignacio Santelices, Executive Director of the Energy Sustainability Agency of Chile, also participated in the inauguration of this meeting.

About the Energy Efficiency sector

The objective of this sector is to contribute to climate change mitigation and adaptation through the implementation of energy efficiency measures, in accordance with the Nationally Determined Contributions (NDCs) assumed by countries under the Paris Agreement.

The actions financed under this sector aim to support countries in their efforts to mitigate and adapt to climate change in the energy sector. Projects are aimed at identifying and financing initiatives that help strengthen capacities, institutions, public policy regulatory frameworks and monitoring systems that promote energy efficiency.
