Opportunity for developing countries and Emerging Economies to access Funding for Climate Action

Developing countries and emerging economies are invited to provide technical information with which they can secure funding for transformative climate action. 

Plans for such action are set out in Nationally Appropriate Mitigations Actions (NAMAs). Transformational NAMAs can be projects, policies or programmes that shift a technology and/or sector in a country onto a low-carbon development trajectory.

The NAMA Facility launched its Third Call for NAMA Support Project Outlines inviting national governments as well as qualified Delivery Organisations to submit their NAMA Support Project Outlines by 15 July 2015 (2 pm CEST/GMT+2).

The NAMA Facility, a joint programme ran by a group of developed country ministries, is designed to fund NAMA Support Projects. These projects, provide support to governments for the concrete implementation of the most ambitious parts of their NAMAs. Instruments of financial and technical cooperation can be applied; however, NAMA Support Projects focus on the mobilisation of capital investments for transformational change.

The NAMA Facility has no regional or sectoral focus and is open to fund NAMAs across a range of countries and sectors. Its portfolio currently encompasses projects from 9 different countries addressing sectors such as housing, agriculture, transport and renewable energy.

During the competitive selection process, NAMA Support Project Outlines will be assessed against general eligibility, ambition and feasibility criteria:

The NAMA Facility has a two-stage selection process: NAMA Support Projects pre-selected at the Outline stage will enter the second stage of the selection process, where a full project appraisal shall be carried out. Detailed NAMA Support Project Proposals will then be considered by the NAMA Facility Board for the final funding decision.

The NAMA Facility was jointly established in 2012 by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and the UK Department of Energy and Climate Change (DECC). In 2013, these ministries contributed an initial €70 million of funding to support developing countries that show leadership on tackling climate change and that want to implement transformational country-led Nationally Appropriate Mitigation Actions (NAMAs). BMUB and DECC jointly contributed an additional €50 million to fund a second competition for NAMA Support Projects in 2014. Illustrating the international attention that the NAMA Facility received, the Danish Ministry of Climate, Energy and Building (MCEB) and the European Commission announced during the UN climate change conference in Lima (COP 20) that they would join the Facility as additional Donors. The third call for NAMA Support Project Outlines is made possible due to a joint contribution of additional funding of up to EUR 85 million by BMUB, DECC, MCEB and the European Commission.
